1.            General Electricity Corporation (hereinafter referred to as ‘PEC’) invites Proposals for “Appointment of Advanced Metering Infrastructure (AMI) Vendor for Smart Prepaid and Postpaid Metering”. The Bidders are advised to note the clauses on Eligibility and Qualification Requirements in Section-2 of and Evaluation Criteria in Section-3 of the RFP Document for evaluation of Proposals.       

2.            Bidding for selection of AMI Vendor will be conducted through local and global open competitive procurement.

3.            The RFP Document is announced online on pec.gove.ye website and can be requested based on the online instructions from 9/Oct/2023 to 10/Dec/2023 via email (عنوان البريد الإلكتروني هذا محمي من روبوتات السبام. يجب عليك تفعيل الجافاسكربت لرؤيته.) on payment of cost of document (Tender Fee) as indicated in the table in Section 1 in the RFP. The prospective Bidders would be responsible for requesting the RFP Document by email (عنوان البريد الإلكتروني هذا محمي من روبوتات السبام. يجب عليك تفعيل الجافاسكربت لرؤيته.) and ensuring that any addenda, corrigendum, amendment, or clarification thereto announced on the website is also requested via email and incorporated.

4.            The bidding shall be conducted under Double Stage Two-Envelope Bidding Process with the ability to requesting the RFP documentations from PEC by email (عنوان البريد الإلكتروني هذا محمي من روبوتات السبام. يجب عليك تفعيل الجافاسكربت لرؤيته.) as specified in Section 3 in the RFP.

5.            Under the Double Stage Two-Envelope Bidding process, the Bidder shall not quote, disclose, or submit its price in the Technical Proposal (First Stage) or in any other manner, whatsoever, except as part of the Financial Proposal (Second Stage). In case of any non- compliance in this regard, the Proposal shall be immediately rejected.

6.            Proposal without  Tender Fee payment will not be considered.

7.            An incomplete, ambiguous, conditional Proposal or Proposal submitted late is liable to be ignored and summarily rejected.

8.            The Technical Proposal could be submitted electronically through the email (عنوان البريد الإلكتروني هذا محمي من روبوتات السبام. يجب عليك تفعيل الجافاسكربت لرؤيته.), but a hard copy should be mailed to PEC address in Sana'a - Yemen. A soft copy Technical Proposal without a hard copy will not be considered. PEC will attempt to notify the bidders of any updates, but PEC shall not be held liable for any delays or not receiving notification due to failure beyond its control. It is the Bidders’ responsibility to verify the website for the latest information related to this RFP.

9.            The Financial Proposal shall only be submitted as a hard copy.

10.         Important dates, amounts and other details pertaining to this RFP Notice including submission and opening of proposal, Tender Fee, address for communication, etc., are given in the table below.

11.         If PEC office happens to be closed on the specified date of opening of the Proposals, the Proposals will be opened on the next working day at the same time and venue or as may be notified by PEC.

Important Notice: Proposal Submission Deadline Date Extension

Due to a number of requests to extend the deadline for submitting the proposals for Tender # 12/1445 (Appointment of Advanced Metering Infrastructure (AMI) Vendor for Smart Prepaid and Postpaid Metering), we have decided to extend the date for four weeks. The new deadline will be 8th of January 2024.
